The procedure concerns the licensing of the establishment and operation of music institutes (conservatories, music schools, choirs, symphony orchestras and chamber music groups) which is assigned to the Municipalities, according to Law 3852/2010 "New Architecture of Local Government and Decentralized Administration - Kallikrates Program" article 94 (par. 4, case 28)
  • The suitability conditions/prerequisites inspection is conducted by "Building Inspection Committees for the Suitability of the Buildings of Music Schools", which consists of: 2 Technicians (Architect or Civil Engineer) and one Sanitary/Occupational Health expert.
  • For the Region of Attica, the Committee for the Inspection of the Suitability of Music School Facilities is established by a decision of the Minister of Culture.
  • For the Regions outside Attica, Committees for the Inspection of the Suitability of the Buildings of Music Schools with the same composition are appointed by Decision of the G.G. of the relevant Region.

  • 3 Urban planning The Music Educational Institution shall be housed in a single building or a single complex of buildings.

  • 4 Urban planning The building must have at least five 5 classrooms when it is going to shelter a Conservatory and at least three (3) classrooms when it is going to shelter a Music School or a branch. It must also have an office, a waiting area and its corridors must be at least 1m wide.

  • 5 Technical At least one room must have an area of 16 m2 and the rest at least 10m2.

  • 6 Technical The height of the rooms must be clear 2.80m and the ratio of length to width must not exceed 2:1.

  • 7 Technical Classrooms must have natural light and ventilation. During the night hours, abundant technical lighting is required, free from shadows (the installation is done in alignment with consultation provided by the Inspection Committee for the Suitability of Music School Building Facilities).

  • 8 Urban planning Classrooms are not allowed in areas that have not been designated as main use areas (basements, warehouses, lofts, garages, etc.).

  • 9 Urban planning The doors must open outwards and have a width greater than 0.90m. In cases of old buildings (eg under reservation) the most appropriate solution will be indicated by the competent building control committee.

  • 10 Urban planning The music school must have at least two toilets (separate for boys and girls) that meet the hygiene/sanitary requirements. The sanitary equipment must be white and the walls must be covered with white tiles, up to a height of 1.80m. They must have natural or artificial ventilation, as well as safety lamps.

  • 11 Technical The use of flammable materials for decoration (curtains, carpets, nylon, etc.) is not allowed.

  • 12 Technical There must be fire safety equipment, according to the instructions of the competent fire service, in visible places and at a height of safety for children.

  • 13 Technical There must be an emergency exit available, with its orientation signs. The emergency exit is determined according to the instructions of the competent Building Inspection Committee, depending on the height of the building and the capacity of the school.

  • 14 Technical The free height of the steps of the staircase to the sky (passage height) in detached houses must not be less than 1.80 m, and in apartment buildings less than 2m.

  • 15 Technical The railings of terraces and stairwells must be at least 1.10 m high.

  • 16 Technical Heating (oil or gas stoves are not allowed)

  • 17 Technical There should be, where necessary, sound insulation.

  • 18 Technical There must be safety lighting in case of power failure - at the entrance, corridor, emergency exit and end of emergency stairway.

  • 19 Urban planning The school may be sheltered on the third floor above ground floor.

  • 20 Technical At the stage of the final on-site inspection, the classrooms must have the required musical instruments.

  • 21 Use It is not allowed to teach courses in areas of the school premises, except those for which a permit has been issued.

  • 22 Administrative The Building Inspection Committee for Suitability of the Facilities of Music Educational Institutions (MEI) of the Attica Region, must have been appointed by the Minister of Culture and Sports. It must consist of 2 Engineers (Architect or Civil Engineer) and 1 Sanitary/Health expert, in accordance with the provisions of article 10 of law 3207/2003 (Government Gazette 302 / A / 2003) and Sports.

  • 23 Conditions for non-commission of criminal offenses For natural persons or the members of the Board of Directors Commission or Association of Legal Persons: they must not have been convicted of insanity or any criminal offense. Also, for the natural person or the members of the Board of Directors or of any established Managing Committee of the Foundation: they must not be musicians (themselves or their spouses or relatives by blood or first degree marriage), in a public educational institution, must not are civil servants and must not have been convicted of any offense which constitutes an obstacle to appointment to a public position.

  • 24 Time limit The application must be submitted from January 2 to March 31, each year
