If the legal requirements are not met or if the information submitted does not show that they are met, the energy inspection departments of the Inspectorate of Northern and Southern Greece of the Ministry of the Environment and Energy shall inform the person concerned in writing that they prohibit them from carrying out the activity, giving the reasons for the decision. Otherwise, after the expiry of three (3) months, the person concerned shall carry out the activity freely, without further notice or action by the person concerned.

1 Possession of passwords to enter software The person concerned must obtain a username and password to be able to submit their application online on the website of the Ministry of Environment and Energy (https://www.buildingcert.gr/).

2 Educational The activity of energy inspector is carried out by holders of degrees in engineering, members of the Technical Chamber of Greece and holders of technical education degrees or engineers who have gained recognition of professional qualifications in Greece, in implementation of the relevant national and EU law, as applicable, and who have the authority to sign the Energy Efficiency Study, as defined in Article 2(25) of Law 4122/2013 in conjunction with Article 12(2) of the Building Energy Efficiency Regulation (Government Gazette, Series II, No 407/2010) and in accordance with the applicable national legislation on professional rights, as applicable. Energy inspectors certified in countries of the European Union shall be included in the corresponding register of energy inspectors referred to in Article 54, in application of the relevant national and European legislation (Article 52 of Law 4409/2016).

3 Conditions for non-commission of criminal offenses The interested party states that there are no legal or other obstacles or conflicts of interest, that they are not an energy inspector (employee of the energy inspection departments of Southern and Northern Greece), are not an employee in the public sector or in the wider public sector, with a public-law or private-law relationship of indefinite duration, that they accept the right of use, statistical processing and disclosure of data relating to energy inspections which they will carry out, without prejudice to the protection of personal data and commercially sensitive information, and that all the information accompanying their application is true.

2 Submission of an application for registration in the Register of Energy Inspectors

Description The candidate Energy Inspector fills in the required details and submits their application, declaring responsibly, pursuant to Article 8 of Law 1599/1986 (Government Gazette A’ 75), that the information included in the application is valid and true.

Notes During the declaration submission process, the information system of the Register of Energy Inspectors uses the web services of the Technical Chamber of Greece, as well as those of other public services/bodies, in order to automatically verify the candidate’s details, such as full name, specialty, Technical Chamber of Greece registration number, Tax Identification Number, Identity Card Number and information regarding the candidate’s status (active or non-active member of the Technical Chamber of Greece, year of acquisition of the degree for Technological Education graduate engineers), as well as the payment status of the electronic fee. The certification carried out under the responsibility of the Technical Chamber of Greece concerns the identification of the user for whom the issuance of an account as an engineer is requested, according to the registry data and their changes, which the Chamber keeps and updates by law.

Description The candidate Energy Inspector enters the 20-digit code of the electronic fee, the amount of which is provided for in paragraph 8 of Article 2 hereof, after first paying it by any of the available methods provided through the e-fee application.

4 Submission of a solemn declaration

Description The candidate Energy Inspector declares in the information system, pursuant to Article 8 of Law 1599/1986 (Government Gazette A’ 75), that there are no legal or other impediments or incompatibilities, that they are not an employee in the public or broader public sector under a public-law employment relationship or a private-law employment relationship of indefinite duration, that they accept the right to use, statistically process and disclose data relating to the energy inspections they will carry out, subject to the protection of personal data and commercially sensitive information, and that all the information they declare in their declaration is true.

Notes In the pre-filled template of the solemn declaration, the candidate Energy Inspector is required to declare responsibly, by selecting the relevant confirmation field (checkbox), that they agree with the content of the declaration.

5 Final submission of the declaration

Description After the successful completion of the above steps, the candidate finally submits the declaration and the information system automatically approves their registration in the Register of Energy Inspectors with the immediate assignment of a Registration Number.

Notes In the opposite case, where the criteria of Article 1 of Ministerial Decision No. YPEN/SENE/17806/1085 are not met, the results of the checks are displayed to the candidate, recorded in the Register of Energy Inspectors and the declaration remains pending.
