Age
Applicants must be at least 18 years of age. Age is calculated based on date (rather than year) of birth.

Health
The applicant must be healthy and know how to swim.

Educational
The applicant must have received a minimum of twelve (12) hours of theoretical and practical training in any approved school for training of candidate high-speed craft operators, as follows:
(a) at least six (6) hour-long classes in theoretical training and (b) at least six (6) hour-long classes in practical training, of which two (2) must take place on the open sea outside the port entrance boundary.

Educational
The applicant must have passed the Port Authority exam. In order to sit the examination on a given date, one of the following procedures shall be followed: (a) the application is submitted directly by the applicant or by a legally authorised person, who comes in person to the port authority for this purpose, or (b) an electronic booking of a seat shall be made for that date, via the High-Speed Craft Operator Licensing Information System, which can be accessed via the Hellenic Coast Guard web portal.

Administrative
The following persons shall be exempt from the examinations:
- Holders of a Merchant Marine deck or engine or radio Officer licence.
- Holders of a ship’s master licence or holders of a special ship’s master licence of Presidential Decree 260/2001.
- Yachtmasters of Presidential Decree 264/1977.
- Holders of a certificate of competency to perform duties as bridge or engine officer under Presidential Decree 435/1978.
- Holders of a Merchant Marine Boatswain or Seaman licence.
- Seamen who have total seagoing service as engineer or Economic Officer or Electrician of more than five (5) years.
- Active or retired Hellenic Navy career line or technical Officers who are Naval Academy graduates.
- Active or retired Hellenic Navy career Warrant Officers or NCOs specialising as boatswains mate and Hellenic Navy Officers who are serving or have served as captain of Hellenic Navy ships or launches, as evidenced by a certificate from the competent Department.
- Active or retired Coast Guard officers, graduates of a Naval Academy and holders of a patrol boat captain’s (skipper’s) licence issued by a Hellenic Coast Guard school, regardless of rank.
- Active or retired Hellenic Coast Guard Officers or Warrant Officers or NCOs or Port Guards who are serving or have served as skippers of HCG patrol vessels and have total experience at sea on those boats of over six (6) months. A certificate from the competent Directorate of the Ministry of Maritime Affairs shall serve as proof of such experience.
- Active or retired Special Forces personnel who hold High-speed Craft Skipper licences from the Army General Staff’s Special Forces Training Centre.
- Active or retired Hellenic Navy career Officers, Warrant Officers or NCOs who are graduates of the School for Operators of Unconventional Warfare Craft and High-speed Craft of the Navy Midshipmen Academy.

Μethod of Implementation Inspection
Description The port authority shall register the application via the High-Speed Craft Operator Licensing Information System, and, after checking the completeness of the supporting documents, it shall issue a note to the applicant for admission to the examinations.
Notes An online booking for the examination may be made up to ten (10) calendar days before the date of the examination. After the expiration of this deadline, applications may be submitted only in person.

Conduct of examinations

Description a three-member examination committee appointed by the Head of each Port Authority carries out the (written or oral) examination of candidates, on the material included in the handbook approved by Decision of the Commandant of the Hellenic Coast Guard, and the practical examination. Candidates who correctly answer at least eighteen (18) of the twenty (20) questions pass the written test. Candidates who fail the theoretical test are not entitled to take the practical test. The applicant is considered to have passed the practical test if they has passed all stages of the practical test. For the re-examination of unsuccessful candidates in the theoretical or practical examination, an application shall be required at least seven (7) calendar days before the date of the examination.
Notes Candidates can retake the examination as many times as they wish until three (3) years from the date of their first failure.

Description Until the delivery of the high-speed craft operator licence, successful candidates shall be issued, by the relevant port authority, a temporary certificate for the operation of a high-speed craft, which shall be valid for a period of sixty (60) days from the date of its issue.
