Title
Notification of the commencement of the Energy Inspectors activity.
Notes:
The applicant submits the application online on the website of the Ministry of Environment and Energy (
https://www.buildingcert.gr/), filling in the necessary personal data as well as the username and password.
The information system automatically sends the unique Participation Code Number (PCN) by e-mail. The interested party logs in to the information system with his/her codes by filling in the Participation Code Number sent to him/her and submits the notification of the commencement of the Energy Inspectors activity.
He/She then attaches the necessary supporting documents (in .pdf format), fills in the fee number received when paying it and submits definitively his/ her notification. The applicant declares the profession of energy inspector, choosing one, two or all of the following activities:
- Ι. Energy Inspectors of Buildings
- ΙΙ. Energy Inspectors of Heating Systems
- III. Energy Inspectors for Air Conditioning Systems.

Rules concerning a lack of reply from the competent authority and the legal consequences for the use:
In case the legal requirements are not met or their existence is not evident from the submitted data, the competent Energy Inspection Department of the Inspection Body of Northern and Southern Greece of the Ministry of Environment and Energy inform the applicant in writing that the exercise of the activity is prohibited, stating the relevant reasons. Otherwise, after three (3) months, the applicant shall freely carry out the activity, without any further notice or action by him/ her.

Submission of an application for registration in the Register of Energy Inspectors

Description
The prospective Energy Inspector completes the required information and submits their application, declaring responsibly, in accordance with Article 8 of Law 1599/1986 (A’ 75), that the information in the application is valid and true.

During the process of submitting the declaration, the information system of the Register of Energy Inspectors uses the web services of the Technical Chamber of Greece, as well as those of other public services/bodies, so that the details of the prospective inspector are checked automatically, such as the full name, specialty, Technical Chamber of Greece registration number, Tax Identification Number, Identity Card Number and
information regarding the status of the prospective inspector (active or non-active member of the Technical Chamber of Greece, year of obtaining the degree for Technological Education Engineering graduates), as well as the payment status of the electronic fee.
The certification carried out under the responsibility of the Technical Chamber of Greece concerns the identification of the user for whom the issuance of an account as an engineer is requested, in accordance with the registry data and any changes thereto which the Chamber keeps and updates by law.

Description
The prospective Energy Inspector enters the 20-digit code of the electronic fee, the amount of which is provided for in paragraph 8 of Article 2 hereof, after having first paid it using any of the available payment methods provided by the e-fee application.

Submission of a solemn declaration

Description
The prospective Energy Inspector declares in the information system, in accordance with Article 8 of Law 1599/1986 (A’ 75), that there are no legal or other impediments or incompatibilities, that they are not an employee in the public or wider public sector under a public-law employment relationship or a private-law employment relationship of indefinite duration, that they accept the right to use, statistically process and disclose data relating to the energy inspections they will carry out, subject to the protection of personal data and commercially sensitive information, and that all the information they declare in their declaration is true.
Notes
In the pre-filled solemn declaration template, the prospective Energy Inspector is required to declare responsibly, by selecting the relevant confirmation field (checkbox), that they agree with the content of the declaration.

Final submission of the declaration

Description
After the successful completion of the above steps, the prospective inspector definitively submits the declaration and the information system automatically approves their registration in the Register of Energy Inspectors, with immediate assignment of a Registration Number.
Notes
Otherwise, where the criteria of Article 1 of Ministerial Decision No. ΥΠΕΝ/ΣΕΝΕ/17806/1085 are not met, the results of the checks are displayed to the prospective inspector, recorded in the Register of Energy Inspectors, and the declaration remains pending.
