A Solemn Declaration under Article 8 of Law 1599/1986 (Government Gazette, Series I, No 75) from the legally designated supervising or competent engineer, whose signature shall be validated as authentic, stating that:
a) The passive/structural fire protection elements provided for in the approved design which affect active fire protection systems have been obtained and installed, all terms and conditions provided for in the applicable regulations and legislative provisions on fire protection of buildings and installations for use by the business undertaking/facilities have been complied with.
b) The fire protection measures and active fire protection equipment provided for by the approved fire protection plan currently in force and the applicable fire protection legislation regarding the use of the business undertaking or facility have been taken and installed, and comply with the specifications of Fire Safety Regulation No 15/2014 (Government Gazette, Series II, No 3149), as in force at any given time, as well as with validated technical descriptions, and are in good working order.
c) all certificates, attestations and other documents, including solemn declarations of good performance of works from licensed installers according to sector or specialisation, as appropriate, and certificates of conformity for the materials and structural features installed in the business undertaking, as well as procedures for inspection and laboratory testing of reaction to fire, from which it can be presumed that the equipment and facilities are in compliance with the requirements of Fire Service Regulation No 15/2014 (Government Gazette, Series II, No 3149), as in force at any given time.
d) there is a technical fire safety file for the installation, a copy of which is archived by the project owner at the company’s registered offices. The file shall contain the approved fire protection study, the certified technical descriptions, certificates, declarations of conformity/performance of
manufacturers for all individual component materials, instructions for their use and maintenance in accordance with European legislation, as well as any other potentially required documents, including solemn declarations of good performance of works by licensed installers by sector or specialisation, certificates from inspection bodies and supplementary studies, as required

A mandatory supporting document as per Item 1 of Annex C to Fire Service Regulation No 13/2021 (Government Gazette, Series II, No 5519) for the issue of a temporary (active) fire protection certificate with or without on-site inspection.
FOOTNOTES:
1. if a temporary (active) fire protection certificate is granted, all mandatory and other supporting documents, as required, must be submitted in relation to passive/structural and active fire protection means and measures installed on the basis of the fire protection studies, with the exception of those that have not been completed, which shall be expressly indicated in the sworn declarations.
2. An active fire protection certificate is granted in the case of business undertakings or installations falling within the scope of building fire protection regulations (Presidential Decree No 41/2018 (Government Gazette, Series I, No 80) or Presidential Decree No 71/1988 (Government Gazette, Series I, No 32). Business undertakings and facilities subject to other regulatory provisions on fire safety will be issued with a fire protection certificate (Article 2, Fire Service Regulation No 13/2021 (Government Gazette, Series II, No 5519) – Definitions).
3. In the case of business undertakings and facilities where more than one (1) approved fire protection study has been completed (such as industrial plants with multiple buildings, or buildings with differing uses, or which use liquefied petroleum gas or petroleum product installations for their operational needs, etc.), the solemn declaration shall refer to all of the approved fire protection studies.
4. The concept of passive fire protection refers to buildings that fall within the scope of the building fire protection regulations (Presidential Decree No 41/2018 (Government Gazette, Series I, No 80) or Presidential Decree No 71/1988 (Government Gazette, Series I, No 32) (Article 1(2.1) and Article 2 – Definitions pursuant to Fire Service Regulation No 13/2021 (Government Gazette, Series II, No 5519)).
5. The concept of structural fire protection refers to buildings subject to fire suppression or special fire protection provisions (Article 1(2.2) and (2.3) and Article 2 – Definitions as per Fire Service Regulation No 13/2021 (Government Gazette, Series II, No 5519)).
6. In particular, pursuant to Article 8 of Law 41/2018 (Government Gazette, Series I, No 80), ‘... the project owner must keep a record of the certificates of materials and structural components installed in the building. With activation of the electronic identity of the buildings, the above certificates can be uploaded to the building’s respective electronic file and form an integral part thereof.’
