The decision may be appealed by anyone who has a legitimate interest before the Coordinator of the Decentralised Administration of the relevant Region (until the appointment of the Supervisor of a local authority), within a period of fifteen (15) days after he/she became aware of the decision, in accordance with the provisions of Articles 227 and 238 of Law 3852/2010 (Government Gazette 87 A), as amended by Articles 118 and 131 of Law 3852/2010 (Government Gazette 87 A). The same provisions provide for an application for remedy against both the decision and the omissions of legal action by the competent bodies, by anyone with a legitimate interest, within the same period of fifteen (15) days after having taken note of it.

Description
This circular gives guidance on the implementation of Law 3919/2011 (VAT A 32), as amended by Article 16 of Law 4038/2012 (VAT A 14), in the course of the operation of the Private Vehicle Control Centres (I.C.T.E.O.). The circular describes the procedure for the opening of the I.C.E.O.s and provides standard application forms for the procedure. In particular, in paragraph 2 of the circular a table is given with amendments to the existing provisions. Based on the circular, the requirement to establish and license the I.C.E.O.s is deleted and is submitted to the competent authority.

The Transfer Operation Communication I.K.T.E.O. to a new Owner is carried out in accordance with No. 27230/2888/29.6.2012 (B4LX1-CIC) circular, which simplifies the procedures of Ministerial Decision No. F50/48597/5875 (FEC 1975 B 2009).

Where the competent authority finds that changes to the establishment or staff have been made, or that all conditions for the announcement of the transfer of the authorisation of the IKTEO are not fulfilled, it shall reject the request for transfer within three (3) months of the date of submission of the request.
