The decision may be appealed by anyone who has a legitimate interest before the Coordinator of the Decentralised Administration of the relevant Region (until the appointment of the Supervisor of a local authority), within a period of fifteen (15) days after he/she became aware of the decision, in accordance with the provisions of Articles 227 and 238 of Law 3852/2010 (Government Gazette 87 A), as amended by Articles 118 and 131 of Law 3852/2010 (Government Gazette 87 A). The same provisions provide for an application for remedy against both the decision and the omissions of legal action by the competent bodies, by anyone with a legitimate interest, within the same period of fifteen (15) days after having taken note of it.

Description
This circular provides instructions for the implementation of Law 3919/2011 (Government Gazette A 32), as amended by par. 16 of Article 4 of Law 4038/2012 (Government Gazette A 14), during the operation of the Private Vehicle Inspection Centres (I.K.T.E.O.).
The circular describes the procedure for the opening of Private Vehicle Inspection Centres and provides standard application forms for the procedure.
In particular, in paragraph 2 of the circular, a table is given with amendments to the existing provisions. Based on the circular, the requirement to establish and license the Private Vehicle Inspection Centres is deleted and shall be submitted to the competent authority.

The Announcement of Transfer of I.K.T.E.O. operation to a new Owner, is made in accordance with the Notice of Transfer of I.K.T.E.O. 27230/2888/29.6.2012 (B4ΛX1-KΔ) circular, which simplifies the procedures of ministerial decision No.F50/48597/5875 (Government Gazette 1975 B 2009).

In case the competent authority finds that changes to the establishment or staff have been made, or that not all conditions for the announcement of the transfer of the authorisation of the IKTEO are fulfilled, it shall reject the request for transfer within three (3) months of the date of submission of the request.
