The procedure involves the person concerned issuing an electronic solemn declaration without needing to visit an administrative authority or a Citizens’ Service Centre (KEP).
You can access the service for issuing an electronic solemn declaration in the following two (2) ways: a) using your personal web banking codes for one of the available banks or b) using your personal TAXISnet passwords (after logging in once with your web banking codes to confirm your mobile phone number).
You will then receive confirmation codes by text message on your mobile phone.
The electronic solemn declaration that you will issue is legally equivalent to a solemn declaration bearing an authentic signature and you can either send it electronically or print it out and submit it to a public authority. At the same time, citizens retain the right to physically sign a solemn declaration pursuant to Article 8 of Law 1599/86, and to submit it to the competent authority as a supporting document.

Description
The Greek salaried Consular Authorities, as authorities of the assisting Member State, provide the Member State of nationality with all relevant information, including:
(a) the surname, first name(s), nationality, date of birth and sex of the applicant;
(b) an image of the applicant's face, taken by the Greek salaried authorities as authorities of the assisting Member State at the time of application or, only where this is not feasible, a scanned or digital photograph of the applicant, based on the standards set out in International Civil Aviation Organization (ICAO) Document No 9303, Part 3, on machine-readable travel documents (seventh edition, 2015) ("ICAO Document 9303");
(c) a copy or scanned copy of any available means of identification, such as an identity card or driving licence, and, where applicable, the type and number of the document being replaced and the national register or social security number.

In justified cases, both the authorities of the Member State of nationality and the Greek salaried consular authorities as authorities of the assisting Member State may exceed the time limits laid down in paragraphs 1 and 3.
In extremely urgent cases, the Greek salaried consular authorities, when acting as authorities of the assisting Member State, may issue an EU ETD without prior consultation with the Member State of nationality. Before doing so, however, they must have exhausted all available means of communication with the Member State of nationality.

As soon as possible, and at the latest within three (3) working days from receipt of the information referred to in paragraph 2 hereof, the Member State of nationality replies to the consultation in accordance with paragraph 2 of Article 8 of Law 4566/2018 and confirms whether the applicant is its national. If the Member State of nationality is unable to reply within three (3) working days, it informs, within that deadline, the Greek salaried consular authorities as authorities of the assisting Member State and provides an estimate of when a reply is expected. Description
Following confirmation of the applicant's nationality, the Greek salaried Consular Authorities as authorities of the assisting Member State issue the EU ETD to the applicant as soon as possible and at the latest within two (2) working days from receipt of the confirmation.

Return of the EU ETD
Description
The recipient of an EU ETD is asked to return the EU ETD, whether or not it has expired, upon arrival at their final destination. Indicatively, the following authorities are mentioned: the authority of their Member State of nationality competent for issuing travel documents, the embassy or consulate of their Member State of nationality or border officials of their Member State of nationality.
