Description

The procedure concerns the issuing of emergency travel documents (ETDs) by consular posts to Greek citizens who are deprived of a valid travel document in exceptional cases and for humanitarian reasons, so that they can return to Greece or their place of permanent residence.

Under normal circumstances, the national emergency travel document is not issued to residents of the area where the consular authority is based. It is only granted in exceptional cases. The duration of the emergency travel document does not normally exceed 15 days and does not replace the issuance of an ordinary Greek passport. It should also be noted that, pursuant to Article 4(6) of Law 4251/2014 of the Migration and Social Integration Code (Government Gazette, Series I, No 80), a person who is proved to be a Greek citizen or a citizen of an EU Member State cannot be refused entry into Greece, even if they does not have a passport or other travel document.

Notes: The procedure involves the person concerned issuing an electronic solemn declaration without needing to visit an administrative authority or a Citizens’ Service Centre (KEP). You can access the service for issuing an electronic solemn declaration in the following two (2) ways: a) using your personal web banking codes for one of the available banks or b) using your personal TAXISnet passwords (after logging in once with your web banking codes to confirm your mobile phone number). You will then receive confirmation codes by text message on your mobile phone. The electronic solemn declaration that you will issue is legally equivalent to a solemn declaration bearing an authentic signature and you can either send it electronically or print it out and submit it to a public authority. Description The Greek salaried Consular Authorities, as authorities of the assisting Member State, provide the Member State of nationality with all relevant information, including: (a) the surname, first name(s), nationality, date of birth and sex of the applicant; (b) an image of the applicant's face, taken by the Greek salaried authorities as authorities of the assisting Member State at the time of application or, only where this is not feasible, a scanned or digital photograph of the applicant, based on the standards set out in International Civil Aviation Organization (ICAO) Document No 9303, Part 3, on machine-readable travel documents (seventh edition, 2015) ("ICAO Document 9303"); (c) a copy or scanned copy of any available means of identification, such as an identity card or driving licence, and, where applicable, the type and number of the document being replaced and the national register or social security number.

Description As soon as possible, and at the latest within three (3) working days from receipt of the information referred to in paragraph 2 hereof, the Member State of nationality replies to the consultation in accordance with paragraph 2 of Article 8 of Law 4566/2018 and confirms whether the applicant is its national.
