The procedure concerns the inclusion of the applicant in the ‘special seasonal allowance’ programme. The submission process for applications for in inclusion in the programme begins in September each year, following an announcement by the Hellenic Public Employment Service (DYPA), and concludes at the end of November.

AMOUNT OF THE SPECIAL SEASONAL ALLOWANCE

1. The amount of the special seasonal allowance for construction workers is set at 70% of 37 times the current daily wage of an unskilled worker. 2. The amount of the special seasonal allowance for emery miners is set at 70% of 50 times the current daily wage of an unskilled worker. 3. The amount of the special seasonal allowance for the professions of forestry workers/resin collectors, tobacco workers, potters/ceramists/brickmakers, and employees of the shipbuilding zone is set at 70% of 35 times the current daily wage of an unskilled worker.

4. The amount of the special seasonal allowance for professional musicians/singers, actors, shoemakers, cinema operators/assistant operators, theatre/cinema inspectors, cinema/theatre cashiers, cinema and television technicians, theatre/cinema ushers, operators of excavating, lifting, road-building and similar machinery, and employees of the tourism and catering sector, dancers/members of the relevant sectoral or professional unions, as well as technicians employed in live audiovisual events/members of the relevant sectoral or professional unions, is set at 70% of 25 times the current daily wage of an unskilled worker.

3 Professional The applicant must be engaged in one of the following professions: construction worker, quarryman, lime kiln worker, brickmaker, potter, forestry worker, resin collector, tobacco worker, musician who is a member of the relevant professional union, shoemaker, employee of the shipbuilding and repair sector, operator of excavating, lifting, road-building and drilling machinery, actor, cinema and television technician, cinema operator and assistant operator, cinema and theatre inspector, cinema and theatre cashier, employee of the tourism and catering sector, or emery miner.

4 Professional Employees of the shipbuilding and repair zone are also beneficiaries, provided they are covered by compulsory insurance with e-EFKA, when they provide their work in companies established in Greece and active in one or more EU Member States (Article 14(1) of Law 3762/2009, Government Gazette, Series I, No 75 of 15.05.2009).

5 Labour Pensioners as of 10 September, who in the previous year practised one of the above professions and meet the conditions for receiving the allowance, are entitled to the seasonal allowance provided that the pension they receive (main and supplementary) is lower than the minimum pension granted by e-EFKA to its insured persons in the year of payment of the allowance.

6 Insurance In the calendar year preceding the year of payment of the allowance, the applicant must have completed between fifty (50) and two hundred and ten (210) days of insurance in his or her sector.

7 Insurance For the emery miners of Naxos, fifty (50) to two hundred and forty (240) days of insurance in their sector are required.

8 Insurance Employees in tourism and catering professions must have completed at least seventy-five (75) days of paid employment in the calendar year preceding the year of payment of the allowance, and no more than fifty (50) days of paid employment in the period from 1 October to 31 December of the preceding calendar year.

9 Insurance For operators of excavating, lifting, road-building and similar machinery, between seventy (70) and two hundred and ten (210) days of insurance in their sector are required.

10 Insurance For construction workers, employment must be exclusively in the sector, and in the calendar year preceding the year of payment of the allowance they must have worked exclusively in construction for between ninety-five (95) and (210) days. The above days include the 20% increase and the corresponding days of leave. Essentially, this means that insured persons who work between seventy-three (73) and one hundred and sixty-three (163) actual working days are entitled to the benefit. In addition, applicants must not be contractors or subcontractors of construction work employing more than three (3) employees.

11 Insurance The total number of days worked during the calendar year preceding payment must not exceed two hundred and forty (240) days.

15 Labour Those who meet the requirements for a regular benefit at the time of payment of the allowance are not eligible for the allowance. If the regular unemployment benefit falls within the period of payment of the allowance (10 September to 30 November), the seasonal allowance is offset against the corresponding amount of regular unemployment benefit.
