This procedure concerns the issuance of a new water aerodrome licence (establishment, operating, establishment and operating) following amendments to supporting documents (e) to (l) in the aerodrome’s technical dossier (Article 7(1) of Law 4663/2020, as in force), and is addressed to water aerodrome licence holders.

The applicant is not required to pay a fee for the issuance of a new water aerodrome licence (establishment licence, operating licence, or establishment and operating licence) following amendments to supporting documents (e) to (l) in the water aerodrome technical dossier (Article 7(1) of Law 4663/2020, as in force).

If an inspection is required, the interested party pays an administrative fee of EUR 500.00 to the Greek State. Proof of payment of the administrative fee is submitted together with the application for inspection. The fee is a revenue of the State Budget and appears in Detailed Revenue Statement (ALE) 1450189001 ‘Other administrative fees’.

The amount of the above fee may be amended by joint decision of the Ministers of Economy and Infrastructure and Transportation, in line with current economic conditions.

The estimated time for a new licence ranges from six (6) to eight (8) months, depending on the type of waterway licence involved (establishment licence, operating licence, or establishment and operating licence).

The validity period of a (new) water aerodrome licence following amendments to supporting documents in the technical dossier depends on the type of water aerodrome licence involved (establishment, operating, establishment and operating). Establishment licences and establishment and operating licences are valid indefinitely, whereas operating licences are valid for a period equal to the term of the water aerodrome contract, which may not be for less than five (5) years.

The application process follows the procedures set out in Article 9 of Law 4663/2020, as in force, upon receipt of the application attaching the amended supporting documents, and depending on the type of water aerodrome licence (establishment, operating, establishment and operating). These procedures are published also in the National Register of Administrative Procedures (water aerodrome establishment licence, operating licence, establishment and operating licence).

Notes: This refers to any of the supporting documents (e) to (l) in the technical dossier of the licensed water aerodrome (Article 7(1) of Law 4663/2020, as in force) that have been amended and attached to the application submitted by the applicant. More specifically:

• A nautical chart at the largest scale possible, issued by the Hellenic Navy Hydrographic Service (YYPN) and the relevant extracts from the ‘Ploigos’ Sailing Directions of Hellenic Coasts, published by the YYPN, for the area in question.
• Maps of the Hellenic Military Geographic Service (GYS).
• Decision of the Port Management, Operation and Development Body or the legally competent body for the concession of use of a site as a water aerodrome within the port zone.
• Decision of the competent body of the Ministry of Finance on the concession to use a backshore, foreshore, old backshore or a marine site that is continuous or contiguous to a backshore outside a port or bank area or riparian lake zone continuous to the bank, in accordance with the provisions of Law 2971/2001, as in force.
• An orthophoto map issued by the Hellenic Land Registry.
• Proof of filing of the Environmental Impact Assessment (EIA) dossier with the Electronic Environmental Register (EER); or
• Copy of the valid Decision Approving Environmental Conditions (DAEC) of the Electronic Environmental Register (EER).
• Water Aerodrome Manual.
• Water Aerodrome Safety Plan.
• Emergency Response Plan.

Furthermore, where a new project is planned within a port that operates a water aerodrome, and where such a project is likely to affect the operation of the water aerodrome, the applicant must submit a topographic map of the port, the coordinates of which are based on the National Grid (HGRS 87), certified by the competent authority for administration, operation and management, which shows:

• (a) the boundaries of the backshore, foreshore, old backshore and designated Port Zone (PZ), where applicable, or the PZ in areas where the site has been designated as equivalent to a PZ, the corresponding Government Gazette issues, provided the relevant decisions have been published, the boundaries of the terrestrial and maritime areas of the tourist port, and the boundaries of the bank, riparian zone and old zone in the case of a lake;
• (b) existing installations and proposed new projects;
• (c) the surface area of the allocated site;
• (d) the berths for vessels or craft;
• (e) the existing uses and activities of the port.
