If the legal requirements are not met or if the information submitted does not show that they are met, the energy inspection departments of the Inspectorate of Northern and Southern Greece of the Ministry of the Environment and Energy shall inform the person concerned in writing that they prohibit them from carrying out the activity, giving the reasons for the decision. Otherwise, after the expiry of three (3) months, the person concerned shall carry out the activity freely, without further notice or action by the person concerned.

1 Possession of passwords to enter software The person concerned must obtain a username and password to be able to submit their application online on the website of the Ministry of Environment and Energy (https://www.buildingcert.gr/).

2 Educational The activity of energy inspector is carried out by holders of degrees in engineering, members of the Technical Chamber of Greece and holders of technical education degrees or engineers who have gained recognition of professional qualifications in Greece, in implementation of the relevant national and EU law, as applicable, and who have the authority to sign the Energy Efficiency Study, as defined in Article 2(25) of Law 4122/2013 in conjunction with Article 12(2) of the Building Energy Efficiency Regulation (Government Gazette, Series II, No 407/2010) and in accordance with the applicable national legislation on professional rights, as applicable. Energy inspectors certified in countries of the European Union shall be included in the corresponding register of energy inspectors referred to in Article 54, in application of the relevant national and European legislation (Article 52 of Law 4409/2016).

3 Conditions for non-commission of criminal offenses The interested party states that there are no legal or other obstacles or conflicts of interest, that they are not an energy inspector (employee of the energy inspection departments of Southern and Northern Greece), are not an employee in the public sector or in the wider public sector, with a public-law or private-law relationship of indefinite duration, that they accept the right of use, statistical processing and disclosure of data relating to energy inspections which they will carry out, without prejudice to the protection of personal data and commercially sensitive information, and that all the information accompanying their application is true.

1 Submission of declaration for entry in the register of energy inspectors

Description The interested party submits their application online on the website of the Ministry of the Environment and Energy (https://w...gcert.gr/), filling in the necessary personal details as well as their username and password. The IT system automatically sends the unique Participation Code (KAS) by email. The interested party connects to the IT system with their codes by filling in the Participation Code that has been sent to them and submitting a declaration of commencement of energy inspector activities. The interested party then attaches the necessary supporting documents (in PDF format), fills in the fee number received when the fee is paid, and makes the final submission of their declaration.

Description When the supporting documents are complete and correct, an officer of the energy inspection department selects the field ‘Approval’ in the IT system. The IT system sends an email to the person concerned with the unique registration number obtained when registering in the register of energy inspectors as well as access codes to the electronic building inspection file.

5 Refusal of the declaration / Prohibition of the activity of energy inspector

Description If the correctness and completeness checks are not verified, a rejection document is sent by the Directorate-General of the Inspectorate and Auditors of the Ministry of the Environment and Energy, informing the person concerned that their application is rejected. Following the rejection, the person concerned may resubmit their declaration.

Notes In accordance with Article 55 of Law 4409/2016 ‘if the legal requirements are not met or the information submitted does not show that they are met, the Southern and Northern Greece energy inspection departments of the Environmental, Construction, Energy and Mining Inspectorate of the Ministry of the Environment and Energy shall inform the person concerned in writing that they are prohibited from carrying out the activity, giving the reasons for the decision. Otherwise, after the expiry of three (3) months, the person concerned shall pursue the activity freely, without further notice or action by the person concerned.’
