Description

The procedure concerns the issuing of emergency travel documents (ETDs) by consular posts to Greek citizens who are deprived of a valid travel document in exceptional cases and for humanitarian reasons, so that they can return to Greece or their place of permanent residence.

Notes

Under normal circumstances, the national emergency travel document is not issued to residents of the area where the consular authority is based. It is only granted in exceptional cases. The duration of the emergency travel document does not normally exceed 15 days and does not replace the issuance of an ordinary Greek passport. It should also be noted that, pursuant to Article 4(6) of Law 4251/2014 of the Migration and Social Integration Code (Government Gazette, Series I, No 80), a person who is proved to be a Greek citizen or a citizen of an EU Member State cannot be refused entry into Greece, even if they does not have a passport or other travel document.

When Greek salaried Consular Authorities, as authorities of the assisting Member State, receive an application for an EU ETD, they consult (within 2 working days) with the Member State of nationality in order to verify the applicant's nationality and identity.

              Description The Greek salaried Consular Authorities, as authorities of the assisting Member State, provide the Member State of nationality with all relevant information, including: (a) the surname, first name(s), nationality, date of birth and sex of the applicant; (b) an image of the applicant's face, taken by the Greek salaried authorities as authorities of the assisting Member State at the time of application or, only where this is not feasible, a scanned or digital photograph of the applicant, based on the standards set out in International Civil Aviation Organization (ICAO) Document No 9303, Part 3, on machine-readable travel documents (seventh edition, 2015) ("ICAO Document 9303"); (c) a copy or scanned copy of any available means of identification, such as an identity card or driving licence, and, where applicable, the type and number of the document being replaced and the national register or social security number.

              Notes In justified cases, both the authorities of the Member State of nationality and the Greek salaried consular authorities as authorities of the assisting Member State may exceed the time limits laid down in paragraphs 1 and 3. In extremely urgent cases, the Greek salaried consular authorities, when acting as authorities of the assisting Member State, may issue an EU ETD without prior consultation with the Member State of nationality. Before doing so, however, they must have exhausted all available means of communication with the Member State of nationality.

            • 5 Waiting for reply from the Member State of nationality

              Description As soon as possible, and at the latest within three (3) working days from receipt of the information referred to in paragraph 2 hereof, the Member State of nationality replies to the consultation in accordance with paragraph 2 of Article 8 of Law 4566/2018 and confirms whether the applicant is its national. If the Member State of nationality is unable to reply within three (3) working days, it informs, within that deadline, the Greek salaried consular authorities as authorities of the assisting Member State and provides an estimate of when a reply is expected. The Greek salaried consular authorities inform the applicant accordingly.

            • 6 Drafting and issuing of the temporary EU travel document to the citizen

              Description Following confirmation of the applicant's nationality, the Greek salaried Consular Authorities as authorities of the assisting Member State issue the EU ETD to the applicant as soon as possible and at the latest within two (2) working days from receipt of the confirmation.

              Notes In justified cases, both the authorities of the Member State of nationality and the Greek salaried consular authorities as authorities of the assisting Member State may exceed the time limits laid down in paragraphs 1 and 3. In extremely urgent cases, the Greek salaried consular authorities, when acting as authorities of the assisting Member State, may issue an EU ETD without prior consultation with the Member State of nationality. Before doing so, however, they must have exhausted all available means of communication with the Member State of nationality. The Greek salaried consular authorities as authorities of the assisting Member State notify the Member State of nationality, as soon as possible, that an EU ETD has been issued and the identity of the person to whom the EU ETD was issued.             • 7 Storage and forwarding of copies of the issued EU ETD


              Description When Greek salaried consular authorities issue an EU ETD, they store a copy or scanned copy of every EU ETD they issue and send one (1) additional copy or scanned copy to the applicant's Member State of nationality.

            • 8 Return of the EU ETD


              Description The recipient of an EU ETD is asked to return the EU ETD, whether or not it has expired, upon arrival at their final destination. Indicatively, the following authorities are mentioned: the authority of their Member State of nationality competent for issuing travel documents, the embassy or consulate of their Member State of nationality or border officials of their Member State of nationality.
