Heavy-duty vehicles are vehicles in categories M2, M3, N, N1, N2, N3, O, O2, O3, O4 and O1 Annex II to Joint Ministerial Decision No 29949/1841/28.9.2009 (Government Gazette, Series II, No 2112). Parking areas for heavy-duty vehicles do not include intercity bus stations and loading and unloading bays for trucks referred to in Article 9 of Presidential Decree 79/2004 (Government Gazette, Series I, No 62), pursuant to Article 198 of Law 4442/2016.
Authorisation of any additional establishment, such as those referred to in Article 11 of Ministerial Decision No our ref. 44662/454/2019 (Government Gazette, Series II, No 2192), will be carried out separately and independently of the notification about a parking area for heavy-duty vehicles and in accordance with the legislation in force at the time Article 3(8) of Joint Ministerial Decision No 314290 (Government Gazette, Series II, No 5269, 12.11.2021).
If there is an infringement relating to a notification about such operations and non-compliance with the operating requirements, the provisions on penalties laid down in Article 203 of Law 4442/2016 (Government Gazette, Series I, No 230), as specified in Article 8 of JMD No 314290 (Government Gazette, Series II, No 5269, 12.11.2021), will apply.
After submitting the notification, the operator is obliged to register and issue a Certificate of Registration for the parking area in the Digital Register of the Ministry of Infrastructure and Transportation, in accordance with Ministerial Decision No our ref. 329369/2023 (Government Gazette, Series II, No 6458), which replaced the previous Decision No our ref. 59388/940/2020 (Government Gazette, Series II, No 5407).
The Certificate will be re-issued following any notification of change Article 6(2), of Ministerial Decision No our ref. 329369/2023 (Government Gazette, Series II, No 6458).Last update

Especially in the case of a change of operator pursuant to Article 9 of Law 4442/ 2016 (Government Gazette, Series I, No 230), both the old and the new operator will each submit a notification about the change within ten (10) days of the change.
The notification must contain the necessary information on the activity being carried out and must be submitted by the operator, who will be solely responsible for the information contained therein (Article 3 of Ministerial Decision No 314290/2021, Government Gazette, Series II, No 5269). No stamp duty is due when there is a notification on ending operations, when there is a change of operator or change to any other notified information, other than about the location of the activity.

Notes The submission of notifications is made via the Integrated Information System for the Pursuit of Activities and Audits (IIS-PAA), to the Transport and Communications Service of the regional unit concerned. Description Provision of proof when a notification is submitted in paper or other electronic form.
Notes When a notification is submitted in paper or electronic form (except via the IIS-PAA or www.notifybusiness.gov.gr), the relevant authority or the Citizens Service Centre-Single Service Centre receiving it will also provide proof of submission. The relevant authority will assign a unique serial number to the notification, which remains the same even when the notification is changed, simply by adding to the serial numbering for each change. In the paper version, the serial number is created by means of a specific codification and includes figures and alphanumeric digits Article 3(4), Article 3 of the relevant Joint Ministerial Decision. The relevant authority will inform the operator of the serial number assigned to their notification.

For the purposes of the decision, ‘parking areas of any kind’ means parking areas for heavy-duty vehicles for public (against a fee) or private use, which have the appropriate infrastructure and the necessary ancillary and complementary facilities for parking such vehicles. Heavy-duty vehicles means vehicles of categories M2, M3, N, N1, N2, N3, O, O1, O2, O3, and O4 in accordance with Annex II to Joint Ministerial Decision No 29949/1841/2009 (Government Gazette, Series II, No 2112).
