Notes:
Applications for residence permits for investment purposes shall be submitted via the electronic services of the Ministry of Migration and Asylum. Furthermore, a third-country national who meets the conditions for inclusion under the provisions of Articles 96 to 100 may submit, through a proxy, an application for the granting of a residence permit under the above provisions before entering Greece. The application is submitted on the basis of a relevant power of attorney, which has been executed before a Greek consular authority or before a competent foreign authority or a notary established abroad and bears the Hague Apostille (Apostille of the Hague Convention of 5 October 1961) or the corresponding authentication by the competent Greek consular authority.

Means of redress or appeal:
The third-country national concerned has the right to appeal against the rejection decision. The application for treatment should be submitted within two (2) months of service of the decision. Applications for treatment are subject to a fee of EUR 50. The request for treatment is submitted to the department that issued the relevant decision, which decides on it within an exclusive period of thirty (30) days from the date of submission.

Ownership
The applicant must have entered into a tourist accommodation timeshare lease agreement as per Law 1652/1986 (Government Gazette, Series I, 167) or a long-term tourist accommodation complex lease agreement of a duration of at least five years and a value of at least eight hundred thousand euro (EUR 800 000) for tourist accommodations located in the Region of Attica and the Regional Unit of Thessaloniki of the Region of Central Macedonia, the Regional Units of Mykonos and Thira of the Region of the South Aegean as well as for tourist accommodations located on islands with populations exceeding three thousand one hundred (3,100) residents according to the most recent census. It is noted that Euboea is an island region and falls within the above limit of 800 000. The minimum value of any agreement entered into in other regions of Greece is four hundred thousand euro (EUR 400 000).

In case the tourist accommodation timeshare agreement is entered into by a legal person seated in Greece or any other EU Member State, the third-country national must be able to demonstrate in writing ownership of the entirety of said legal persons corporate shares or other ownership interests.

Furthermore, the agreed lease amount must have been paid in full via one of the following methods: (a) by crossed bank cheque drawn from a current account held by the beneficiary with a credit institution operating in Greece; (b) by credit transfer, as per Article 4(24) of Law 4537/2018 (Government Gazette, Series I, 84); or (c) via a POS installed by a payment service provider operating in Greece, at the debit of a bank credit or debit card from the buyer to a payment account held with a payment service provider operating in Greece, as per Article 4(11) of Law 4537/2018. The above payment may also be made by a spouse or relatives by blood or marriage of the buyer, up to the second degree.

A certificate issued by the notary who drew up the notarial transfer deeds, certifying the details of the contracting parties, the details of the property, the agreed lease consideration, including a reference to the granting of the relevant operating licence by the Greek National Tourism Organisation (GNTO), the method of payment of the agreed consideration or lease respectively, and all specific details of the execution of the payment, in accordance with the provisions of Article 100 of Law 5038/2023, the existence of any resolutory condition, as well as whether the specific property has been used by the seller for the issuance of a permanent residence permit for investors.
