Description

The procedure concerns the issuing of a European Health Insurance Card (EHIC), a free card, which is provided to those who are actively insured by e-EFKA, in order to have access to medically necessary state care during their temporary stay in one of the 27 EU countries, Iceland, Liechtenstein, Norway and Switzerland, with the same conditions and at the same cost (in some countries, free of charge) as insured persons in that country.

The European Insurance Card does not replace travel insurance. It does not cover private healthcare, nor costs such as a ticket for the return flight to the country of origin or loss/theft of property. In addition, it does not cover the costs if the insured person travels specifically to receive medical treatment. Finally, it does not guarantee that services are provided free of charge, as each country’s healthcare system is different; services that are provided free of charge in the country of origin may not be free of charge in another country. N.B.: if normal residence is transferred to another country, registration is required using the S1 form instead of using the European Health Insurance Card, in order for the insured person to receive medical treatment in that country.

Notes:

In order to obtain an EHIC, the insured person shall submit an application in one of the following ways:

1. using the e-EFKA electronic services; 2. by video call (myEFKAlive, myKEPlive); or

3. in person at an e-EFKA branch or at a Citizens’ Service Centre (KEP).

  • 1 Identification of the citizen

    Description When the citizen enters an e- EFKA branch or a Citizens’ Service Centre (KEP), the employee shall check the identity of the citizen by examining an identification document. The same procedure is followed when the citizen enters the videoconference area if the application is submitted via myEFKAlive or myKEPlive.

  • 2 Review of completeness of insurance requirements

    Description The certified employee shall enter the citizen’s Social Security Number (AMKA) into the electronic app. Their insurance history shall be found through interoperability with the AMKA-EMAES register.

  • 3 Entering the information and submitting the application

    Description The employee shall log into the special platform for applying for an EHIC, complete the form with the required fields and submit the application.

  • 4 Printing a provisional replacement certificate and delivering it to the insured person

    Description The employee shall print the provisional replacement certificate and hand it over to the insured person. They inform the insured person that e-EFKA shall send the EHIC by post, within a period of approximately 10 days, to the address stated by the insured person.

    Description The user shall enter the codes – credentials of the General Secretariat of Information Systems for Public Administration (TAXISnet codes).

    Notes The authentication of the user may also take place by using the EFKA/KEAO codes, if the insured person has such codes.

  • 3 Review for completeness of insurance requirements

    Description The user shall enter their social security number (AMKA) in the relevant field. The review of completeness of the insurance requirements shall take place through interoperability with the AMKA-EMAES register.

  • 4 Registering and submitting the required information to the electronic application

    Description The user shall enter the dedicated platform for submitting the EHIC application. They shall select the card beneficiary (for themselves and/or for dependants) and additionally enter:

    • - their full name, in Latin characters (if their automatic completion is not consistent with the Latin letters of their ID card or passport);
    • - their desired date of the card’s effective date;
    • - their address information of their residence;
    • - their contact information (if necessary, update their email address and/or telephone number).

  • 5 Printing the EHIC provisional replacement certificate

    Description The insured person shall print out the provisional replacement certificate (PRC) and, within approximately 10 days, they shall receive the card at the stated address.
