Description

The procedure concerns the provision, upon request, of a special identity card of indefinite duration to Albanian nationals of Greek descent and to their children residing in Greece. The following persons are also entitled to obtain the document:

a. The spouses of foreign nationals of Greek descent, who are also foreign nationals, irrespective of nationality, as well as their foreign national minor children from a previous marriages who are under their parental responsibility.

b. Widowed foreign-national spouses of foreign nationals of Greek descent.

The agencies responsible for receiving the required supporting documents and issuing the above-mentioned documents are the competent Department for Foreign Nationals for persons residing in the jurisdiction of the Police Divisions of Attica and Thessaloniki, and the competent agencies (Anti-Crime Police Subdivisions across Greece, Anti-Crime Police Departments across Greece) handling foreign national-related matters at the seats of the Police Divisions of the Regional Police General Divisions for persons residing in the jurisdiction of those Police Divisions. Should there be a change to the residence address of an EDTO holder which was declared in accordance with indent (Aa) of point (a) of Article 9(2), the competent agency of his/her place or residence will be responsible for renewing or revoking the documents referred to in paragraph 1.

1 Citizenship Albanian foreign nationals of Greek descent and their children residing in Greece are issued with, upon request, a special identity card for foreign nationals of Greek descent (EDTO) of indefinite duration. The document may also be issued to: a. The spouses of foreign nationals of Greek descent, who are also foreign nationals, irrespective of nationality, as well as their foreign national minor children from previous marriages who are under their parental responsibility. b. Widowed foreign-national spouses of foreign nationals of Greek descent. Also, foreign national of Greek descent who are or were Albanian nationals and have been residing in Greece since before 1990 – provided that they are holders of a foreign national identity card, albeit an expired one – as well as their children, are entitled to obtain an EDTO upon request.

2 Family The applicant must be a foreign national of Greek descent or a person related to a foreign national of Greek descent.

3 Administrative A foreign national of Greek descent or another eligible person must submit, in person, an application for a national visa to the competent Greek consular authority of his/her current or last place of residence in Albania. In the case of minor children, the application must be submitted by the person exercising parental responsibility.

4 Administrative No special visa from a consular authority is required for the initial issue of an EDTO and of a residence permit for foreign nationals of Greek descent originating from areas with a long-standing presence of a Greek ethnic minority in Albania, in accordance with the list provided in Article 15a of Joint Ministerial Decision No 4000/3/10-πγ/20.01.2015, as corrected in the Greek Government Gazette, Series II, No 243/17.02.2015. Similarly, no national visa is required for the initial issue of an EDTO and of a residence permit in the case of minor children of foreign nationals of Greek descent holding an EDTO or a residence permit, provided that said children were born and are residing in Greece.
