Notes: According to par. 2 of article 8 of the Presidential Decree 106/2007, the applicant must have sufficient resources for himself/herself and his/her family members as defined in par. 3 of Article 8 of the same Decree, so that they do not become a burden on the social welfare system of Greece during their period of residence. In par. 3 of article 8 of PD 106/2007 it is defined that, in order to calculate the applicants possession of sufficient resources, the personal situation of the person concerned and the amount of the minimum pension granted in Greece are taken into account (under Law 4387/2016). It is noted that, according to para. 4 of Article 8 of Directive 2004/38/EC, Greece cannot determine the amount of resources it considers as "sufficient resources", but must take into account the personal situation of the applicant. Moreover, it is not possible to establish a specific means of proof (e.g. monthly income) to the exclusion of other means which would be equally appropriate to demonstrate that the applicant has sufficient resources. Indicative examples of means of proof of sufficient resources may be documents proving the receipt of income from legal sources (e.g. pension, salary), deposits in financial institutions, either in Greece or abroad, which nevertheless allow transactions in the Greek territory, etc.

Notes: Any insurance cover, private or public, taken out in Greece or elsewhere, is acceptable in principle, provided that it provides full coverage and does not burden the public finances of the country. Pensioners shall satisfy the condition of full sickness insurance cover if they are entitled to medical treatment from the Member State paying their pension. The European Health Insurance Card offers full coverage when the Union citizen does not transfer residence within the meaning of Regulation (EU) No 1408/71 to the host Member State (Greece) and has the intention to return, e.g. for studies or a posting.

Citizenship
The issue of the Certificate of Registration for Citizens of the Union requires the possession of citizenship of a Member State of the European Union, a country of the European Economic Area or the Swiss Confederation.

Establishment
The granting of an Enquiry for Citizens of the Union presupposes that citizens of the Union reside in Greece.

Time limit
Union citizens who are going to reside in Greece for a period exceeding three months from the date of their arrival, are obliged, after the expiry of the three-month period, to appear at the police authorities of their place of residence, which are competent for the management of immigration issues, for registration in person.

Income
The issue of a Certificate of Registration for Citizens of the Union presupposes that Union citizens, who reside in the Greek territory as financially inactive persons, have sufficient resources for themselves and their family members, in accordance with par. 3 of Article 8 of the Presidential Decree 106/2007, so that they do not burden the social welfare system of the country during their period of residence.

Insurance
The issue of a Certificate of Registration for Union citizens presupposes that Union citizens who reside in the Greek territory as financially inactive persons have full health insurance coverage.

Conditions for non-commission of criminal offenses
The granting of a Union Citizens' Registration requires that, to the detriment of citizens of the Union who live in Greece as financially inactive persons, no restrictions on their freedom of movement and residence have been imposed on them for reasons of public policy or public security.
