Κατά την πρώτη παροχή η Διεύθυνση Τεχνικών Επαγγελμάτων & Ασφάλειας Εγκαταστάσεων του Υπουργείου Ανάπτυξης και Επενδύσεων, εφόσον κρίνει ότι είναι αναγκαίο για την αποφυγή σοβαρής βλάβης της υγείας ή της ασφάλειας του αποδέκτη της υπηρεσίας, λόγω έλλειψης επαγγελματικών προσόντων του παρόχου, διενεργεί, πριν από την πρώτη παροχή υπηρεσιών, έλεγχο των επαγγελματικών προσόντων του παρόχου για το οικείο επάγγελμα.  Σε περίπτωση που η Διεύθυνση κατά τον έλεγχο διαπιστώνει ότι υπάρχει ουσιαστική διαφορά ανάμεσα στα επαγγελματικά προσόντα του παρόχου και την απαιτούμενη εκπαίδευση στην Ελλάδα και κρίνει ότι αυτό μπορεί να αποβεί επιβλαβές για τη δημόσια υγεία ή ασφάλεια, ζητεί από τον πάροχο να αποδείξει ότι κατέχει τις απαιτούμενες γνώσεις και ικανότητες, μέσω δοκιμασίας επάρκειας.
