The applicant/subscriber must have an expatriate status or be a minor child of an expatriate.

Those who are entitled to obtain a Special Identity Card for Expatriates from countries of the USSR, in case of residents in Greece, shall submit a request in person to the Secretary-General of the Region of their place of residence.

Those who are entitled to obtain a Special Identity Card for Expatriates from the countries of the USSR, in case of residents in countries of the former USSR, shall submit a relevant application in person for the necessary supporting documents to the Hellenic Consulate Authority of their place of residence.

For the purpose of granting a Special Identity Card for Expatriates from countries of the former USSR, the application in respect of the necessary documents shall be submitted by the person who has the parental responsibility. If the person who has the parental responsibility is already holder of a Special Identity Card for Expatriates, he/she shall be entitled to an equivalent card and his minors.
