Notes:
Applications for a residence permit for investment purposes are submitted through the electronic services (e-Services) of the Ministry of Migration and Asylum. Furthermore, a third-country national who meets the conditions for inclusion under the provisions of Articles 96 to 100 may submit, through a proxy, an application for the granting of a residence permit under the above provisions before entering Greece. The application is submitted on the basis of a relevant power of attorney, which has been executed before a Greek consular authority or before a competent foreign authority or a notary established abroad and bears the Hague Apostille (Apostille of the Hague Convention of 5 October 1961) or the corresponding authentication by the competent Greek consular authority.

Means of redress or appeal:
The third-country national concerned has the right to appeal against the rejection decision. The application for treatment should be submitted within two (2) months of service of the decision. Applications for treatment are subject to a fee of EUR 50. The request for treatment is submitted to the department that issued the relevant decision, which decides on it within an exclusive period of thirty (30) days from the date of submission.

Furthermore, the agreed consideration or lease amount for the property must have been paid in full by one of the following means: (a) by crossed bank cheque to a payment account of the beneficiary held with a credit institution operating in Greece, (b) by credit transfer, within the meaning of point 24 of Article 4 of Law 4537/2018 (GG I/84), or (c) via a POS terminal installed by a payment service provider operating in Greece, by debiting a credit or debit card of the buyer, to a payment account of the beneficiary held with a payment service provider, within the meaning of point 11 of Article 4 of Law 4537/2018, operating in Greece. The above payment may also be made by the spouse or by relatives by blood or by marriage up to the second degree of the buyer.

A certificate issued by the notary who drew up the notarial transfer deeds, certifying the details of the contracting parties, the details of the property, the agreed lease consideration, the method of payment of the agreed consideration or lease respectively, and all specific details of the execution of the payment, in accordance with the provisions of Article 100 of Law 5038/2023, the existence of any resolutory condition, as well as whether the specific property has been used by the seller for the issuance of a permanent residence permit for investors.
Furthermore, the notarial certificate must indicate the Government Gazette issue number confirming that the property has been designated as a listed building, either in its entirety or in respect of its façade only, irrespective of the extent of the works required for its restoration or reconstruction, so that the investment may fall within the scope of Article 100(2)(d) of Law 5038/2023.
