Under the rules of the European Union’s Internal Market, each Member State is entitled to regulate access to specific professions by means of specific professional qualifications acquired within said Member State’s territory. This constitutes an obstacle to the free movement of professionals within the European Union. To address this issue, Directive 2005/36/EC was adopted to establish a framework for facilitating the mutual recognition of professional qualifications between Member States.
Presidential Decree 38/2010 on the ‘Harmonisation of Greek legislation with Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, and other provisions’ (Government Gazette, Series I, No 78), as amended and currently in force, incorporates the following Directives: (a) 2005/36/EC, ‘Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications’; (b) 2006/100/EC, ‘Council Directive 2006/100/EC of 20 November 2006 adapting certain Directives in the field of freedom of movement of persons, by reason of the accession of Bulgaria and Romania’; and (c) 2013/25/EU, ‘Council Directive 2013/25/EU of 13 May 2013 adapting certain directives in the field of right of establishment and freedom to provide services, by reason of the accession of the Republic of Croatia’, insofar as the latter two Directives amend Directive 2005/36/EC.

Notes:
Under Article 59(1)(c) of Presidential Decree 38/2010 as in force, the Independent Department for the Implementation of EU Legislation (ATEEN) shall, upon request, issue certificates of compliance with Directive 2005/36/EC to European Union citizens holding Greek professional qualifications who wish to move to and settle for professional reasons in other states to which the Directive applies.
The following professions are excluded:
doctors, pharmacists, nurses, midwives and dentists, for whom the above-mentioned certificates are issued by the Regions that issued the Greek licence to practise the profession, and architects, for whom the above-mentioned certificates are issued by the Technical Chamber of Greece. Supporting documents may be submitted to:
the Registry Office (Room 103, ground floor) of the Ministry of Education and Religious Affairs, from Monday to Friday, 12:00 to 15:00, or by registered post or courier.What you will need
