According to paragraph 2 of Article 8 of the HR 106/2007, the applicant-indicator must have sufficient resources for himself and the members of his/her family as defined in Article 8(3) of the HR, in order not to charge during the period of residence the social assistance system of Greece. In par 3 of Article 8 of Directive 2004/38/EC, Greece is determined that, in order to calculate the amount of resources it considers as ‘qualifying resources’, the personal situation of the person concerned is taken into account, on the one hand, the minimum pension awarded to Greece (relevant to Law 4387/2016). In addition, it is not possible to establish, pursuant to Article 8(4) of Directive 2004/38/EC, Greece cannot determine the amount of resources it considers as ‘sufficient resources’, but must take into account the personal situation of the applicant-indicator.

Any insurance cover, whether private or public, which is concluded in Greece or elsewhere, is in principle acceptable, provided that it provides complete coverage and does not affect the public finances of the country. Pensioners fulfil the requirement of full sickness insurance if they are entitled to medical treatment by the Member State paying their pension. The European Health Insurance Card offers a full coverage where the citizen of the Union does not transfer residence within the meaning of Regulation (EEC) No 1408/71 to the host Member State (Greece) and has the option to return, e.g. studies or secondment.
