Το βιβλίο αυτό θα συμπληρώνεται από τον πλοίαρχο της πλωτής ευκολίας θα διατηρείται στην πλωτή ευκολία για τρία χρόνια μετά την τελευταία εγγραφή και θα είναι διαθέσιμο για έλεγχο από τη Λιμενική Αρχή.

Κάθε πλωτή ευκολία θα διαθέτει σχέδιο άμεσης ενέργειας (CONTINGENCY PLAN) σε περίπτωση έκτακτης ανάγκης για την αντιμετώπιση ρύπανσης. Το πιο πάνω σχέδιο θα ικανοποιεί την Αρχή στην περιοχή δικαιοδοσίας της οποίας λειτουργεί η ευκολία. Στο σχέδιο θα προβλέπεται μεταξύ των άλλων, και ο τρόπος απομάκρυνσης του πλοίου ή του πλωτού ναυπηγήματος από τη θέση λειτουργίας του.
