            • 1 Certification Expatriate Turkish nationals and their children are issued, upon their request, a Special Identity Card for Expatriates of unlimited duration. They are also entitled to receive the document: (a) foreign spouses of the expatriates, as well as their foreign minor children from a previous marriage. (b) the widowed foreign spouses of expatriates.

            • 2 Administrative The expatriate foreigner or another person entitled to it, who permanently resides abroad, submits in person to the competent Greek Consular Authority of his/her place of permanent residence, an application for the issuance of a national entry visa. In the case of minor children, the application shall be submitted by the person having parental responsibility. After entering Greece, he/she submits an application for the issuance of a Special Identity Card for Expatriates to the competent authority of his/her place of temporary residence in Greece.

            • 3 Family The applicant must have expatriate status or be related to the expatriate.

            • 4 Conditions for non-commission of criminal offenses The competent issuing authority shall reject the request for the granting of a Special Identity Card of Expatriates, if there are reasons of national security or public order against the applicant and in particular if the applicant is a person who has been convicted by final judgment of a felony of any penalty or a misdemeanour for which a prison sentence of at least one year has been imposed. In the case of a conviction for a misdemeanour, the obstacle to the granting of the Special Identity Card of Expatriates shall be removed after five (5) years have elapsed since the sentence imposed has been served in any way. By way of exception, in the event of a final conviction for any of the offences referred to in Chapters two and six of the Special Part of the Penal Code, there shall be a permanent bar to the grant of an I.D.T.O. Pending the finality of the judgment, the grant of a Special Identity Card of Expatriates shall not be possible. Also, if the applicant for the issuance of the Special Identity Card of Expatriates has committed acts in the interest of a foreign state, incompatible with the status of a Greek expatriate and/or contrary to the interests of Greece.
