4 Conditions for non-commission of criminal offenses The competent issuing authority shall reject the request for an E.T.O., in so far as there are grounds for national security or public order against the applicant, in particular in the case of a person who has been sentenced for a felony in any way or for a breach for which a sentence has been imposed for at least one year. In the case of a sentence for a deportation of a defect, the block for the granting of the H.T.O. shall be withdrawn five years after the creation of the final sentence. Except in the case of a final sentence for any of the offences of the second and sixth chapters of the specific part of the Criminal Code, there shall be a permanent block of the C.T.O. after the end of the court ruling, where the applicant/the granting of the special character has been committed for the benefit of a foreign state, for the benefit of an irregularity or the benefit of Greece.
