Description

The procedure concerns the provision of a Special Identity Card for Expatriates of Albanian nationality and to their children residing in Greece on request of an indefinite duration. The issue of the document is entitled:

a. Foreign spouses of the relatives, regardless of nationality, and foreign minors from previous marriages, whose parental care is taken.

b. The widowed foreign spouses of the relatives.

As reception services for supporting documents of the aforementioned documents are defined the relevant Immigration Departments, for those residing in the area of jurisdiction of the General Police Directorates of Attica and Thessaloniki, and the relevant Services that deal with foreigners issues at the headquarters of the Police Directorates of the General Police Directorates of the Region for those residing in the area of jurisdiction of the said Police Directorates, are designated as services for receiving the documents and issuing the above documents. In the event of a change in the address of residence of the holder of an Special Identity Card for Expatriates declared in accordance with the provision of sub-paragraph aa of case a of par. a of Article 9, the competent authority for the renewal or withdrawal of the documents referred to in paragraph 1 shall be the competent authority of his/her place of residence, as the case may be.

        Against the decision rejecting the request, the person concerned is entitled, within ten (10) days of its notification, to bring an appeal before the locally competent Director of the Police Directorate or Aliens Directorate, who will decide within 30 days.

            • 1 Citizenship Parents of Albanian nationality and their children residing in Greece are entitled to be granted the Special Identity Card for Expatriates of an indefinite validity time. The document shall also be granted to: a. The foreign spouses of expatriates, irrespective of and their foreign minor children from a previous marriage, of whom they have parental authority parental care. b. Widowed foreign spouses of expatriates. Also, expatriates who have or had Albanian citizenship, who reside in Greece before the year 1990 and who are holders of Alien Identity Cards, even if even if their validity has expired, as well as their children, are entitled, upon their application, to be granted a Special Identity Card for Expatriates.

            • 3 Administrative The expatriate or another entitled person shall, in person, submit an application to the competent Greek Consulate Authority of his or her existing or last residence in Albania for the purposes of issuing a national entry visa. For minor children, the application is submitted by the person who has parental responsibility.

            • 4 Administrative A special consular visa is not required for the original version of Special Identity Cards for Expatriates and Single Type Residence Permits for expatriates with an origin from areas of traditional property of the Greek National Minority in Albania, according to the list of the Joint Ministerial Decision No. 4000/3/10-c in Article 15A from 20-01-2015, as corrected by FEK No 243 from 17-02-2015 (Title B).
