Description

The procedure concerns the issue of a certificate of registration to citizens of the European Union, the countries of the European Economic Area and the Swiss Confederation, who are going to reside in Greece for a period of more than three months from the date of their arrival and provided that they have sufficient resources for themselves and their family members, as well as full health insurance coverage, so as not to burden the social welfare system of the country during their period of residence.

1 Citizenship The granting of the Union Citizens’ Registration is subject to the possession of a citizenship of a Member State of the European Union, a country of the European Economic Area or of the Swiss Confederation.

2 Establishment The granting of an Enquiry for Citizens of the Union presupposes that citizens of the Union reside in Greece.

3 Time limit Citizens of the Union who are to reside in Greece for more than three months from the date of arrival shall be required after the end of the quarter to appear in person to the authorities responsible for handling matters of foreign police authorities at their place of residence for registration.

4 Income The granting of a Union Citizens' Registration presupposes that the citizens of the Union who live in Greece as financially inactive persons have sufficient resources for themselves and the members of their families, in accordance with Article 8 of the AD 106/2007, so that the welfare system of Chora is not charged during their period of residence.

5 Insurance The granting of a Union Citizens' Registration requires that citizens of the Union who live on Greek territory as financially inactive persons have full sickness insurance cover.

Notes: According to paragraph 2 of Article 8 of the HR 106/2007, the applicant-indicator must have sufficient resources for himself and the members of his/her family as defined in Article 8(3) of the HR, in order not to charge during the period of residence the social assistance system of Greece. In par 3 of Article 8 of Directive 2004/38/EC, Greece is determined that, in order to calculate the amount of resources it considers as ‘qualifying resources’, the personal situation of the person concerned is taken into account, on the one hand, the minimum pension awarded to Greece (relevant to Law 4387/2016). In addition, it is not possible to establish, pursuant to Article 8(4) of Directive 2004/38/EC, Greece cannot determine the amount of resources it considers as ‘sufficient resources’, but must take into account the personal situation of the applicant-indicator.

Notes: Any insurance cover, whether private or public, which is concluded in Greece or elsewhere, is in principle acceptable, provided that it provides complete coverage and does not affect the public finances of the country. Pensioners fulfil the requirement of full sickness insurance if they are entitled to medical treatment by the Member State paying their pension. The European Health Insurance Card offers a full coverage where the citizen of the Union does not transfer residence within the meaning of Regulation (EEC) No 1408/71 to the host Member State (Greece) and has the option to return, e.g. studies or secondment.
