Issue of an interim (active) fire protection certificate

From the date of entry into force of the information system, in accordance with the accreditation act of the President of the TEI, provided for in the FPI No. PNEN/DACC/933111/3679/2021 Decision of the Secretary of State for Environment and Energy (B4874), the procedure for the submission, verification, management and monitoring of the workflow for the adoption of this administrative fire protection acts shall be carried out electronically through the information system ‘E-Authorities’, upon request by an authorised engineer and the submission of the necessary documents and evidence. Access to the ‘E-Authorities’, with regard to the adoption of the administrative fire protection acts, shall be carried out through the Single Digital Portal of Public Administration (Gov.gr), which shall be used by all stakeholders in the procedures for the adoption of those acts, namely the competent Firefighting Services (Futures or Local DCFS).
Access to ‘e-Licences’ for the issuing of administrative fire protection acts is via the Public Administration’s Single Digital Portal (gov.gr), which is used by all parties involved in procedures for issuing the abovementioned documents, namely the competent fire service (offices or local fire safety prevention and suppression departments) and authorised administrators.

ΥΠΟΣΗΜΕΙΩΣΕΙΣ:
1. Στην περίπτωση χορήγησης προσωρινού πιστοποιητικού (ενεργητικής) πυροπροστασίας υποβάλλονται όλα τα υποχρεωτικά και λοιπά δικαιολογητικά, εφόσον απαιτούνται, για τα μέτρα και μέσα πυροπροστασίας παθητικής / δομικής και ενεργητικής πυροπροστασίας που έχουν εγκατασταθεί από τις μελέτες πυροπροστασίας, εξαιρουμένων αυτών που δεν έχουν υλοποιηθεί, τα οποία και θα αναγράφονται ρητά στις Υπεύθυνες Δηλώσεις.
2. Πιστοποιητικό ενεργητικής πυροπροστασίας χορηγείται στις περιπτώσεις επιχειρήσεων - εγκαταστάσεων που υπάγονται στο πεδίο εφαρμογής των κανονισμών πυροπροστασίας κτιρίων (π.δ. 41/2018 (Α΄ 80) ή π.δ. 71/1988 (Α΄ 32). Στις επιχειρήσεις - εγκαταστάσεις που υπάγονται στις λοιπές κανονιστικές διατάξεις πυροπροστασίας χορηγείται πιστοποιητικό πυροπροστασίας (Άρθρο 2 της υπ΄ αριθμ. 13/2021 Πυροσβεστικής Διάταξης (5519 Β΄) - Ορισμοί).
3. Σε περιπτώσεις επιχειρήσεων - εγκαταστάσεων, όπου υφίστανται πέραν της μίας (1) εγκεκριμένες μελέτες πυροπροστασίας (όπως βιομηχανική εγκατάσταση με πολλά κτίρια ή κτίρια με διαφορετικές χρήσεις ή που χρησιμοποιεί για τις λειτουργικές του ανάγκες υγραέριο ή εγκαταστάσεις πετρελαιοειδών προϊόντων κλπ.), η Υπεύθυνη Δήλωση αναφέρεται στο σύνολο των εγκεκριμένων μελετών πυροπροστασίας.
4. Η έννοια της παθητικής πυροπροστασίας αναφέρεται σε κτίρια που υπάγονται στο πεδίο εφαρμογής των κανονισμών πυροπροστασίας κτιρίων (π.δ. 41/2018 (Α΄ 80) ή π.δ. 71/1988 (Α΄ 32) (παρ. 2.1. του άρθρου 1 και άρθρου 2 - Ορισμοί της υπ΄ αριθμ. 13/2021 Πυροσβεστικής Διάταξης (5519 Β΄)).
5. Η έννοια της δομικής πυροπροστασίας αναφέρεται σε κτίρια που υπάγονται σε πυροσβεστικές ή ειδικές διατάξεις πυροπροστασίας (παρ. 2.2. και 2.3. του άρθρου 1 και άρθρου 2 - Ορισμοί της υπ΄ αριθμ. 13/2021 Πυροσβεστικής Διάταξης (5519 Β΄)).
6. Σύμφωνα με το άρθρο 8 του π.δ. 41/2018 (80 Α΄) «…..Ο κύριος του έργου οφείλει να τηρεί αρχείο με τα πιστοποιητικά υλικών και δομικών στοιχείων που εγκαταστάθηκαν στο κτίριο. Με την ενεργοποίηση της ηλεκτρονικής ταυτότητας των κτιρίων, τα ανωτέρω πιστοποιητικά αναρτώνται στον σχετικό ηλεκτρονικό φάκελο του κτιρίου και αποτελούν αναπόσπαστα μέρη αυτού.»
