It is possible under Regulation (EC) No 883/2004 and Implementing Regulation (EC) No 987/2009, as applicable, to transfer / export the Regular Unemployment Benefit for a period of three months to another EU Member State in order to give the opportunity to the unemployed of an EU Member State to look for work in another EU Member State, if they so wish. Member States are given the discretion to approve an extension of the basic three-month Benefit Transmission/Export period for an additional 3 months (i.e. up to 6 months of Transmission/Export in total). Greece as a Member State does not approve an Extension. During the three months, and in the case of a six-month extension, the benefit continues to be paid by the EU Member State that grants the benefit and that authorises the transfer/export of the benefit to another EU country. Specifically, in the case of Greece, during the Transfer / Export of the Benefit, the unemployment benefit money continues to be deposited directly into the beneficiarys bank account, after the required sending of the required SEDs by the Member State - Member State to which the unemployed person will move.

Notes:

1) The beneficiary, when he/she decides that he/she wishes to move to another EU Member State to look for a job, submits to the subsidizing Employment Promotion Centre 2 the relevant Application for the issue of the PD U2, with his/her original signature, after at least four weeks have passed since the start of the subsidy.

2) The receipt of the PD U2 is done by the beneficiary in consultation with the Employment Promotion Centres 2, who will inform him/her about the date of receipt. The beneficiary shall receive the original PD U2 (Portable Document U2) in his/her hands before leaving the beneficiary Member State and must deposit it with the Employment Service of the Member State to where he/she will go in search of work, within 7 days of the date on which it ceases to be available to the Unemployment Services of the beneficiary Member State.

3) In case of late registration, the subsidy is delayed for a period of time starting from the date of the start of the export/transfer of the Regular Unemployment Benefit (the date from which the beneficiary ceases to be available to the Employment Services of the Member State - Member State granting the subsidy) until the day before the date of registration in the Member State - Member State to which he/she goes in search of work.

4) The employment services of the Member State to which the unemployed person will go to seek employment will inform the unemployed person about his/her obligations.

5) Once the insured person has registered with the Employment Agency of the country he/she has visited, the aforementioned Agency must inform about this registration with the SED UOO9 (Electronically Structured Document U009), the country that subsidises.

6) After registering as unemployed with the Unemployment Services of the Member State - Member of. EU Member State to which he/she is moving, the insured person must make monthly visits. The Employment Service of the Member State in which the monthly visits are made, if required by the Member State which issued the PD U2, must inform the Employment Service of the Member State which issued the PD U2 by means of the SED U013, so that the latter is informed that the holder of the PD U2 is still available to the unemployment services in the other country to which he/she went in search of work. It should be noted that Greece, as a subsidising Member State, when issuing the PD U2, requires the Member State to which the migrant unemployed person will go in order to seek employment and submit the PD U2 to send the SEDs U013. If one of the following situations occurs, exactly as indicated in SED U010:

"The unemployed person accepts a job or becomes non-employed. The unemployed person receives income from an activity other than the above. The unemployed person refuses an offer of employment or refuses to go to the employment services for an interview. The unemployed person refuses to participate in a vocational adjustment programme. The unemployed person is incapable of working. The unemployed person is not subject to the control procedures. The unemployed person is not made available to the employment services, then the insured person informs the Employment Service of the EU Member State in which he is registered as unemployed and the latter informs the Member State granting him a benefit by means of the SED U010, so that the latter can suspend or terminate the benefit as appropriate."

The insured-unemployed person may:

a) By the end date of the quarter to return to the country that subsidised him/her in order to continue the remaining subsidy; or

b) After the end of the three-month period, he/she should remain in the country to which he/she moved and be subject to the unemployment legislation of that country, in which case the benefit will be terminated from the country that had issued the PD U2 on Transfer/Extraction of Subsidy.

c) In cases of EU Member States that approve an Extension of the basic three-month Transfer period to an additional three months (i.e. up to 6 months of Transfer / Export Subsidy in total), (a) and (b) above shall be adjusted to the expiry date of the Extension. It is noted that Greece as a Member State does not approve an extension of the three-month base period for Transfer/Export of Subsidy.

d) A beneficiary from another EU Member State who is seeking work in Greece and wishes to extend the basic three-month Transfer/Export period and continue to seek work in Greece, must address a request to the Unemployment Service that subsidises him/her in the other Member State before the initial three months of Transfer/Export have elapsed. If approved, the Subsidising Service will send the Institution to which the PD U2 was submitted the SED U015 informing it of the approval of the extension and the exact period of the extension.

In any case, the insured person must follow the instructions of the Employment Promotion Centre 2 that subsidises him/her and the Employment Service of the EU Member State to which he/she goes to look for work and vice versa.
