Description

The procedure concerns the issue of a certificate of periods of insurance and employment used to obtain unemployment benefit in another EU Member State. It is addressed to unemployed persons.

Unemployed persons moving within the EU under Regulation (EC) No 883/2004 and Implementing Regulation (EC) No 987/2009, as applicable:

• Have the right to make an application for a grant in the State of last employment, • Are entitled to apply for a grant in the State of permanent residence by depositing the PD U1 received by the State of last employment, • If after their last employment they have been transferred to another EU Member State for a job looking for a grant, except in the above case, that employment may in future be used by a PD U1 for a consideration, having regard to new employment times in the EU Member State where have been been transferred and after the end of the employment relationship a request for a grant has been made in the Member State-Member State concerned.

The institution of the country from which the unemployed person is claiming unemployment benefit is obliged to take into account the periods of insurance and employment completed in another EU Member State and certified by the PD U1.

Application for the PD U1 with original signature. The application must feature the Social Security Number and the VAT Number (Tax Identification Number).

Notes:

1) Immediately after the termination of the employment contract, migrant unemployed persons who are going to move to another EU Member State, apply to the Local Services of the Public Employment Service (formerly O.A.E.D.) (K.P.A. 2 - Employment Promotion Centres) located closest to their last employment, for the issue of the PD U1, before their departure from Greece.

2) The receipt of the PD U1 is done by the unemployed person in consultation with the Employment Promotion Centre 2., which will inform the unemployed person about the date of receipt of the PD U1. The applicant will receive the original PD U1 in his/her hands. 3.This PD U1 may be submitted: (i) In the Member State of Permanent Residence in which he/she will apply for a grant. (ii) If he/she does not claim benefit in the Member State of Permanent Residence but moves to another Member State to seek employment, he/she may submit this Community Form after being re-employed in that Member State and after the termination of his/her employment relationship, after claiming unemployment benefit for the new employment and submitting it in order to be used for the purpose of cumulating years of employment.

4) If the insured person, due to ignorance, does not apply for the issue before his/her departure from Greece, he/she can send the Application for PD U1 by post.

5) He/she sends the application by post to the Employment Promotion Centre which is closest to his/her last employment in Greece.

6) The application must bear the original signature of the applicant.

            • 1 Labour PD U1 is issued in order to examine whether there is a right of the migrant unemployed within the EU to receive unemployment benefit in another EU Member State for the period worked (and) in the EU Member State issuing the PD U1, if contributions were paid during the above mentioned employment. The unemployment benefits coordinated between the EU Member States are paid in return. As regards insured persons insured with the former O.A.E.E. (Organisation for the Insurance of Liberal Professions) and independently employed persons insured with the former E.T.A.A. (Unified Fund for Independently Employed Persons), it is noted that in Greece, they are insured but do not pay contributions for regular unemployment and are therefore not entitled to receive regular unemployment benefits in Greece.
