If the competent authority does not respond before the above deadline, the approval is considered issued (tacit approval) according to article 8 of Law 4442/2016. On this occasion (tacit approval), the applicant may request from the competent authority a formal attestation according to article 91 of Law 4442/2016 (Regional Veterinary Services).

For a private clinic of small and large animals, a building is required, lying outside the city plan, at a distance of at least 100 meters from kindergartens, schools, playgrounds, sports fields, gardens, churches, hospitals or clinics with over 20 beds, venues for social or cultural events and group gatherings in general, that should also meet the sanitary conditions of art. 4 of the same PD.

Conditions for non-commission of criminal offenses
For the approval of the operation:
Approval for the operation of a veterinary clinic is not granted to those who have been convicted of criminal offenses which have resulted in their being disqualified from certain positions and appointments or in a ban on practicing the profession.
The same applies to those convicted of criminal offenses, according to the provisions of Law 4139/2013 (A 74).
The above persons cannot be appointed as administrative or scientific managers of a veterinary clinic (article 7 of Law 604/1977, as amended by article 2 of Law 4711/2020)
